PM Narendra Modi leaves for Laos to attend ASEAN-India summit

Prime Minister Narendra Modi departed for Laos’s capital Vientiane on Wednesday to attend the 14th Association of Southeast Asian Nations, ASEAN-India Summit.

In his pre-departure message, the Prime Minister has said that ASEAN is a key partner for India’s Act East Policy, which is vital for the economic development of country’s North-eastern region.

In a Facebook post, he said, strategic partnership with ASEAN is also important for safeguarding and promoting India’s security interests and countering traditional and non-traditional security challenges in the region.

On East Asia Summit, the Prime Minister said, it is the premier forum for discussions on the challenges and opportunities before the Asia Pacific region.

He also said, India’s ties with the countries of South East Asia are truly historic and country’s engagement and approach can be best encapsulated in just one word – connectivity.

“India wants to enhance physical and digital connectivity in the region, enhance people to people links and also strengthen institutional linkages and leverage the modern interconnected world for the mutual benefit of the people in the region,” he said.

The Prime Minister will attend the 11th East Asia Summit on Thursday on whose sidelines, he will hold bilateral meetings with several leaders.

India’s engagement with ASEAN and the wider Asia Pacific Region has acquired further momentum following the enunciation of the Act East Policy by the Prime Minister.

Indian Ambassador to ASEAN Suresh Kumar Reddy told the media that the ASEAN summit is expected to set the agenda for further strengthening the ties which will help India to achieve its objectives for Socio-Economic Growth.

HANGZHOU: Prime Minister Narendra Modi on Monday made it clear that effective financial governance requires "full commitment" to act against the corrupt and elimination of "safe havens" for economic offenders as he called on G20 members to break down the web of excessive banking secrecy.

In his intervention on the second day of the G20 Summit in this east Chinese city, Modi said fighting corruption, blackmoney and tax-evasion were central to effective financial governance.

To achieve that, he said, "we need to act to eliminiate safe havens for economic offenders, track down and unconditionally extradite money launderers and break down the web of complex international regulations and excessive banking secrecy that hide the corrupt and their deeds".

The prime minister said that a stable global economic and financial system is imperative for growth as it promotes inclusive and sustainable growth.

He called for further strengthening of the global financial safety net.

"We need a regular dialogue between the IMF, Regional Financial Arrangements and Bilateral Swap Arrangements. Important mechanisms like financial stability board should stick to their core mandate," External Affairs Ministry spokesperson Vikas Swarup quoted the Prime Minister as saying in a series of tweets.


"IMF should remain a quota-based institution and not depend on borrowed resources," Modi said emphasing that the "long-delayed 15th General Review of Quotas must be completed by 2017 Annual Meetings."


The Prime Minister also said that India needs energy to support its development. A "balanced mix of nuclear, renewal energy and fossil fuels are at the core of our policy."

'Need to respect each other’s aspirations,' Narendra Modi, Xi Jinping tell each other

NEW DELHI: India and China should be sensitive to each other's aspirations and needs, Prime Minister Narendra Modi told Chinese President Xi Jinping when the two leaders met on the sidelines of the G20 Summit+ in Huangzhou on Sunday. The conciliatory note comes amid rising tensions in India-China ties over a number of issues.

"The Prime Minister told Presdent Xi that it is of paramount importance that India and China+ respect each other's aspirations," said Ministry of External Spokesperson Vikas Swarup in a briefing about the meeting between the two leaders.

"The India - China partnership is important not only to each other, but also to the region and the whole world," PM Modi was reported to have told Xi.

Xi too struck a similar note in his comments to PM Modi. "We ought to respect and give consideration to each other's concerns, and use constructive methods to appropriately handle questions on which there are disputes," Xi said, according to China's Foreign Ministry.


PM Modi also reportedly expressed his condolences to Xi over the attack on the Chinese embassy in Kyrgyztan's Bishkek, and called for collaboration in fighting terrorism. "Not just India, but countries like China, Russia and a number of others face the threat of terrorism emanating from our neighbourhood," he reportedly said, in an oblique reference to Pakistan.


The Modi - Xi meeting lasted half an hour. It was the second meeting between the two Asian giants in less than three months. The last meeting had come on the sidelines of the Shanghai Cooperation Organization+ (SCO) Summit in Tashkent in June. Modi and Xi are also set to meet again, when the BRICS Summit+ convenes in Goa in October.

The attempt to deescalate frictions between the two countries comes at a time when New Delhi and Beijing have been bristling other run-ins over a number of issues. New Delhi has seen red with China's opposition to India's entry into the Nuclear Suppliers Group+ (NSG), China's refusal to back an Indian resolution at the United Nations to declare Masood Azhar+ a globally designated terrorist, China's diplomatic cover to Pakistan, and China's hardening stand on its territorial claims in the South China Sea among others.


China on its part has expressed consternation and concern over the recent defence logistics agreement between India and the US, it growing engagement with Indian Ocean nations that have a bone to pick with Beijing and Indian infrastructure projects close to the border with China.

Prime Minister Narendra Modi to embark on two nation tour to Vietnam, China today

Prime Minister Narendra Modi will embark on a two-nation tour to Vietnam and China starting on Friday. During the first leg of his four-day visit, the Prime Minister will first reach Vietnamese capital Hanoi on Friday night, where he will meet President Tran Dai Quang and Prime Minister Nguyen Xuan Phuc and hold wide-ranging talks with the top leadership to deepen ties in key areas of defence, security and trade, and oil exploration.

Briefing the media on Thursday, Secretary (East), External Affairs Ministry, Preeti Saran said, “Vietnam is India’s important strategic partner and the visit is aimed at further strengthening bilateral ties, including defence, security and trade.

On September 3, the Prime Minister will leave for Hangzhou, China, from Vietnam in the evening to attend the G20 summit on September 4 and 5. “During the visit, India will take up issues like cross-border mobility of professionals, terror financing, tax evasion and reduction in remittance transaction cost among others,” said Secretary (West) Sujata Mehta. She said Prime Minister Modi will be the lead speaker at the session on inclusive and inter connected development.

On the sidelines of the Summit, the Prime Minister will have bilateral meeting with Chinese President Xi Jinping. It would be the first meeting between Prime Minister Modi and President Jinping after their meeting on the sidelines of the Shanghai Cooperation Organisation (SCO) summit held in Uzbekistan capital Tashkent, where the Prime Minister had urged China to make a “fair and objective” assessment of India’s application on merit for India’s membership of the Nuclear Suppliers Group (NSG).

On August 12, Chinese Foreign Minister Wang Yi visited New Delhi possibly to firm up the agenda for the talks between President Jinping and Prime Minister Modi. According to a report in China’s state-owned Global Times, Foreign Minister Yi may also use his visit to New Delhi to acquire a perspective and an assessment of Prime Minister Modi’s visits to Vietnam and Laos.

According to reports, Beijing is viewing Prime Minister Modi’s visit to Vietnam rather closely, given that Hanoi is also a party in the SCS dispute and has also staked a maritime and rich energy resource claim to use of its waters. The Prime Minister will also attend a BRICS leaders’ meet. He will return to India on September 5.

On September 7, Prime Minister Modi will leave for Laos PDR on a two-day visit to attend the annual India-ASEAN and East Asia summits. At the ASEAN-India Summit, the Prime Minister and ASEAN leaders will review ASEAN-India cooperation and discuss its future direction in the areas of politico-security, economic and socio-cultural cooperation. The leaders will also exchange views on regional and international issues of mutual interest and concern.

The ordinary believer may fast from dawn to dusk for the month of Ramazan, but for Noorjehan Umar Thaim the ritual of fasting has continued since her husband, seafarer and captain, Umar Salemamad Thaim (45) was put in captivity in Iran over two years ago.

She is not alone. In all, three families in Prime Minister Narendra Modi's home state are awaiting the return of their breadwinners. Striking, in this case, is the near absence of any meaningful response by the Ministry of External Affairs (MEA) especially the minister Sushma Swaraj, celebrated often for addressing the woes of those like Thaim using the micro-blogging site Twitter.

Umar loaded his 45 metre long vessel Al Shena (registered VRL 11303) in Dubai and charted course for the Yemeni port of Aden.


Traversing the Persian Gulf in their 700 ton dhow (wooden boat built especially in Mandvi in Gujarat's Kutch region) was a routine matter for Umar Thaim. Transporting cargo from one port to the other is what Gujarati seafarers have done for centuries. In early August of 2014, Umar loaded his 45 metre long vessel Al Shena (registered VRL 11303) in Dubai and charted course for the Yemeni port of Aden. A usual response to a storm which was gaining strength saw Umar Thaim dropping anchor close to the Iranian port of Jask near Bandar Abbas. He would regret this decision.


On the fifth day of the month, before they could pull themselves back into their journey, the Iranian authorities swooped down upon them, arresting the 12 member crew and apprehending the boat. Said Isha Thaim, "They were taken to the port of Jask further east and then put behind bars in the city of Minab". It was not clear whether the arrest took place inside the territorial waters of Iran or outside. It was also not clear what charges were slapped against the apprehended crew.


Within months, the Iranians allowed the vessel to be taken away and also released nine of the 12 crew members. Only Umar, Ibrahim Sap (25) and Sajid Sumra (23) were held back. The families claim they neither knew the cause of the arrest or the cause of release. "I am in the business of dhows, so have my ancestors. At sea, it is common practice to seek shelter in case of a storm. We fail to understand the cause of their actions. We don't have even a piece of paper explaining why our relatives are being held for over two years," said Isha Thaim, Umar's relative and the owner of the vessel. "Hum Twitter pe nahee hai lekin thoda sa Twitter hum ne bhi kiya tha. Sushmaji ka koi reply aaya nahee lekin," he added. Isha Thaim and his cousin Ilyas Thaim have been camping in the capital for over a week, trying to get an appointment with Swaraj. They've enlisted support from their community, sent emails, carry a recent letter by the local BJP Member of Parliament Vinod Chavda addressed to Swaraj and are waiting. "We are yet to hear from MEA. Our families back in Gujarat have so much hope from us that they call us several times every day and ask the same question. We feel fed up that we have nothing to tell them even after spending so many days in Delhi," said Ilyas Thaim.

PM Modi saves Doordarshan lensmen from big mishap at inauguration of SAUNI project

The alertness of Prime Minister Narendra Modi during the inauguration Saurashtra Narmada Avataran Irrigation (SAUNI) project near Jamnagar on Tuesday saved the lives of several cameramen and photographers, Deputy Chief Minister of Gujarat Nitin Patel informed.

According to reports the Modi saw the Doordarshan cameraman standing in harm's way and alerted him to the danger as the water from Aji dam was being released.

Speaking at a function in Jamnagar after Modi inaugurated the ambitious SAUNI project, Patel said that the Prime Minister was just looking at the flow of the water at the Aji-3 dam site after pushing a button to start the release from the dam.

"He suddenly noticed that several cameramen and photographers were standing on the downstream side. The strong flow of water released a little while ago was racing towards them and could have washed them away," Patel said.

Busy taking photographs of the event, the cameramen and photographers were seemingly unaware of it. But by clapping his hands and with other gestures the Prime Minister alerted them and they escaped in time.

"If the PM had not alerted them, a big mishap could have happened," Patel said.

In the visuals from the incident, PM Modi and Gujarat Chief Minister Vijay Rupani can be seen pointing at something off the frame.

SAUNI Scheme is an ambitious scheme of the Gujarat government to fill up 115 dams of parched Saurashtra region with excess flood water of Sardar Sarovar dam across the Narmada river through a network of canal and pipelines.

Saurashtra region faces drought like situation almost every three years.

Jab at Pak in gesture to Kabul

New Delhi, Aug. 22: Prime Minister Narendra Modi today promised Afghanistan that India would support its security against "externally sponsored instruments of violence and terror", in a barb at Pakistan also aimed at reassuring Kabul of a prompter response to its military needs than in the past.

Modi was speaking to Afghanistan's President Ashraf Ghani via videoconference at the inauguration of the renovated Stor Palace in Kabul that was built in 1880 but has twice been reduced to rubble in the wars that have plagued that country.

Indian experts worked with the Aga Khan Foundation to restore the palace and New Delhi picked up the $5.7 million tab for the renovation, originally announced by Modi's predecessor Manmohan Singh during a 2011 visit to Kabul.

The palace, which housed the Afghan foreign ministry till 1965, is now expected to host the office of Afghanistan's foreign minister and serve as a conference venue for the country's government.

"Let me assure the people of Afghanistan that in your quest to build a prosperous Afghanistan and to bring peace, security and stability to your society, the 1.25 billion people of India will always be on your side," Modi said, adding that it "saddens us to see that your proud nation continues to be challenged by externally sponsored instruments and entities of violence and terror".

Modi did not name Pakistan but the reference was unambiguous, and came at a time both New Delhi and Kabul are openly targeting Islamabad for its support to terror groups engaged in cross-border violence.

Modi has twice over the past fortnight referred to Pakistan's alleged human rights violations in the province of Balochistan, which also borders Afghanistan and Iran, following a diplomatic campaign by Islamabad against New Delhi against violent clashes in Kashmir. Ghani's predecessor as Afghanistan's President, Hamid Karzai, had indicated support for Modi's move to publicly question Pakistan on Balochistan, but also cautioned against any proxy war in Afghanistan.

Ghani, last week, asked Pakistan to respect Afghanistan's "sovereignty".

"We don't expect Pakistan to bring us peace," Ghani had said. "We want Pakistan to banish those groups from its territory that fight against Afghanistan."

But Modi's comments also carried a message for the Afghanistan government, which has for years found its demand for military equipment to counter the Taliban and cross-border terror groups frustrated by bureaucratic red tape and diplomatic caution.

Though US President Barack Obama has signalled that America will continue with its military presence in Afghanistan into 2017, Kabul is preparing for the eventual withdrawal of these forces, which will force the Afghan National Army to defend the country on its own.

As a part of that - slow - transition, Afghanistan has been seeking helicopters, guns and ammunition from friends ranging from Russia to India, to fight the Taliban and the Haqqani terror network.

But till recently, India had remained unwilling to support Afghanistan militarily to avoid stoking Pakistan's concerns in the region. That changed with the delivery by India of four Mi-25 choppers to Afghanistan last December.

Today, Modi and Ghani also drew a longer historic lineage of relations between India and Afghanistan and a more recent series of projects there funded by New Delhi.

Ghani recalled that the palace, which in 1919 was the venue for signing of the Rawalpindi Agreement by which Afghanistan became a sovereign nation, was also where in 1915 the Indian government-in-exile of Raja Mahendra Pratap declared independence from the British.

Modi referred to recent meetings with Ghani: during his December visit to Kabul when the India-built Afghan Parliament was inaugurated, in May in Tehran when they joined Iran in signing a key transit agreement, and a June visit to Kabul to unveil the India funded Salma dam.

India is also funding the restoration of the Darul Aman Palace on the outskirts of Kabul, which too Modi and Ghani are expected to jointly inaugurate soon.

"Fewer things give greater joy than getting together with good friends to celebrate successful completion of joint initiatives," Modi told Ghani today. "You and I have been fortunate to have done so on important occasions in the past months."

PM Modi slams attack on dalits: 'If you want to shoot, shoot me'

 NEW DELHI: Coming down heavily on the perpetrators of violence on dalits, Prime Minister Narendra Modi + on Sunday said, "If you want to attack, attack me, not dalits. If you want to shoot, shoot me".

The Prime Minister was addressing a party meet in Hyderabad+ where he slammed the recent attacks on the dalit community and condemned the politics over the dalit issue. Attacking his political rivals, PM said, "Some people who thought that they control dalit votes could not digest the fact that people are now getting to know about BJP's good work."

Upset over the numerous incidents of such violence, the PM evoked the 'Vasudhaiva Kutumbakam' (the entire world is a family) ideology, which is the fabric of Indian culture and said that it is a shame that we are attacking our own brothers and sisters. "We are the people who talk about 'Vasudhaiva Kutumbakam' and if we cannot embrace our dalit brothers and sisters, the world will not forgive us," PM Modi said.


"What right do we have to ill-treat our dalit sisters and brothers," he asked in his speech which lasted for about 45 minutes. I want to tell everyone that discrimination between people is not acceptable. We must stop this," he said.

Gujarat’s newly formed Cabinet will ensure it remains progressive: BJP

Following the appointment of state unit chief Vijay Rupani as the next Chief Minister of Gujarat, the Bharatiya Janata Party (BJP) asserted that the newly formed cabinet will continue the developmental work in the state and ensure that Gujarat remains one of the high-progressive states in the country.

Speaking to ANI here, BJP leader Nalin Kohli said the new Gujarat cabinet’s strategy will be nothing but to continue the already good work in the state by the previous government.

“This is a decision of the legislative party. The Central party had already authorised our senior leaders and they were there also as observers. Now the Chief Minister, the Deputy Chief Minister, the Cabinet that will be formed, they will start working towards Gujarat and continue the work happening there and ensure that Gujarat remain one of the high progressed state in the country,” he said.

Meanwhile, thanking Prime Minister Narendra Modi and BJP president Amit Shah for reposing faith in him, Rupani asserted that his team is fully committed to harnessing aspirations of the poor, marginalised, farmers and youngsters.

“Humbled and honoured at the opportunity to serve the state of Gujarat and work for the welfare & all round development of the state. I thank PM Narendra Modi & BJP president Amit Shah for reposing faith in a humble karyakarta like me & giving me this opportunity,” Rupani said in a series of tweets.

He also thanked the leadership of his predecessor Anandiben Patel saying that she had led Gujarat and enriched the development journey of the state.

“Team Gujarat is fully committed to harnessing aspirations of the poor, marginalised, farmers & youngsters in the efforts for #TransformingIndia,” he added.

Yesterday, in a crucial meeting attended by Amit Shah and Union Transport Minister Nitin Gadkari at the party headquarters in the state, the decision to make Rupani as the next Chief Minister was announced.

Gujarat’s health minister Nitin Patel was appointed as the Deputy Chief Minister.

The decision comes as a major twist as Patel was the frontrunner for the post after Rupani had bowed out from the race, saying he would like to work for the party.

The BJP central leadership had already made it clear that a state MLA would be assigned the job.

Anandiben Patel had tendered her resignation to the Governor on Wednesday.

Governor OP Kohli has asked her to continue as the care taker chief minster till the alternate arrangement.

Patel, who took charge as Gujarat’s first woman chief minister after Narendra Modi took charge as the Prime Minister, citing age issues had in her Facebook post earlier urged the BJP to relieve her from the coveted post.

Patel said that she had two months earlier sought to resign from the party to give “enough time to the new incumbent to prepare for important events like the upcoming ‘Vibrant Gujarat Summit’.

Her government was criticised for its handling of the outrage created by the public flogging of four Dalit men by self-styled cow protection groups.

Rajya Sabha: Mayawati corners govt over atrocities on Dalits, Muslims

After going hammer and tongs at the Bharatiya Janata Party-led Central Government in the Rajya Sabha over atrocities on Dalits and religious minorities, especially Muslims, Bahujan Samaj Party (BSP) national president Mayawati on Wednesday said so far, they were torturing men, but now they have started torturing women as well — nothing could be more shameful than that.
Continuing his tirade even outside Parliament, the BSP chief said, “Since the BJP-led government was formed at the Centre, all across the country, especially in the BJP-ruled states, people of weaker sections and religious minorities, particularly Muslims, are being tortured at every level.”
“Gujarat is a BJP-ruled state, where Dalit youth were tortured in the name of cow protection. Even as the matter was yet to be settled down, two women of the Muslim community were tortured and thrashed badly in front of police and people, which is not good. So far, they were torturing men, but they have now started torturing women also. Nothing could be more shameful than that,” Mayawati told reporters.
Earlier, the Rajya Sabha witnessed a stormy protest over reports of a cow vigilante group allegedly thrashing two women in Madhya Pradesh, with Mayawati taking on the ruling BJP.
She was soon joined by opposition parties, who protested against the incident.
The BSP chief further cornered the government on Gujarat’s Una issue, where four Dalit men were allegedly tortured by a cow vigilante group, which led a massive protest by the Dalit community.
Soon the protesting members took to the Well of the House, raising slogans against the government.
Seeking the government’s response over the issue, Deputy Chairperson P.J. Kurien urged the protesting members to return to their seats.
To which, Minister of State for Parliamentary Affairs Mukhtar Abbas Naqvi asked the opposition members to serve a notice to have a full-fledged discussion on the issue.

AAP MLAs arrested, party blames PM Modi for it

On Sunday, the Aam Aadmi Party hit out at Prime Minister Narendra Modi over the arrest of its two MLAs, saying this is a “proof” of his frustration. Reacting to the arrests, Delhi Chief Minister Arvind Kejriwal said “Modi was sending Delhiites to jail under false cases”. Eleven AAP legislators have been arrested in different cases so far. The AAP national convener also asked why the Prime Minister had diverted entire police against his political opponents rather than protecting women.

The party suffered a shocker with Delhi Police arresting Okhla MLA Amanatullah Khan for allegedly trying to run over a woman with his car and Punjab Police going after Mehrauli MLA Naresh Yadav in an alleged case of sacrilege incident in Malerkotla. “Why is Modi ji not arresting perpetrators of crime against women? It is shameful that Modi ji has diverted the entire police from protecting women to arresting his political opponents,” Kejriwal tweeted. “Two MLAs arrested in a day is a proof his frustration. CBI, ACB, Delhi Police, Punjab Police,” his deputy Manish Sisodia said.

AAP leader Ashutosh said Khan was not even allowed to wear slippers and the police turned all the CCTV cameras towards the ceiling. He also said BJP was scared because of AAP’s rising popularity. “Amanatullah was not even allowed to wear slippers/while arresting all the CCTV cameras were turned towards ceiling by police. This is Modi’s law. He gives a damn to law and evidences. People are watching. AAP’s rising graph has scared Modi (sic),” Ashutosh tweeted.

In a press conference on Saturday, Amanatullah Khan had alleged that the SHO of Jamia Nagar Police station had tutored the woman to name Khan in the case and also released a video to buttress his claim. He also alleged that the woman was in touch with BJP leaders.  Comparing the arrest of Patidars in Gujarat to ones in Delhi, Kejriwal tweeted, “In Gujarat, Anandiben sends Dalits and Patidars to jail under false cases. In Delhi, Modiji sends Delhiites to jail under false cases. Now Delhi and Gujarat will fight (against this) together. ”

“The same Delhi Police also beat the hell out of vols (volunteers) trying to file an FIR against a rapist,” (sic) Kejriwal said, retweeting a tweet of composer Vishal Dadlani, an ardent party supporter. Party leader Ashish Khetan termed the arrest as the darkest time after Emergency. “Another AAP MLA arrested on spurious charges. History will record the Modi rule as the darkest time for democracy post Emergency,” Khetan said.
