Congress loses Arunachal two months after it got it, 43 of 44 MLAs defect

BARELY two months after the Supreme Court restored it to power, the Congress on Friday lost its government in Arunachal Pradesh when its entire Legislature Party (CLP) barring former Chief Minister Nabam Tuki joined the People’s Party of Arunachal (PPA) which, in turn, will become part of the BJP-led North East Democratic Alliance (NEDA).
“We have all joined the PPA today (Friday) morning in the larger interest of Arunachal Pradesh. Since the PPA is already part of NEDA, we think that is the best option to work for the larger interest and overall development of the state,” Arunachal Pradesh deputy chief minister Chowna Mein told The Indian Express over the telephone from Itanagar.

CM, 42 MLAs quit Cong., join People’s Party of Arunachal Pradesh

The Congress on Friday lost its government in Arunachal Pradesh when 43 of its MLAs led by Chief Minister Pema Khandu defected wholesale and merged with the People’s Party of Arunachal, just two months after it had regained power.

Mr. Khandu, who had replaced Nabam Tuki following a dissident campaign in July 2016, paraded 42 MLAs before Assembly Speaker Tenzing Norbu Thongdok, who accepted their joining the PPA, Assembly sources said.

The move would be notified in the Assembly bulletin, formalising the political development that leaves the Congress with governments only in Manipur, Meghalaya and Mizoram in the northeast.

The dramatic development in Arunachal Pradesh brought back memories of the famous ‘aya ram, gaya ram’ episode involving Bhajan Lal who was heading a Janata Party government in Haryana and defected lock, stock, and barrel with all the party MLAs to the Congress after Indira Gandhi came back to power in 1980.

Mr. Tuki was the only Congress MLA who did not join PPA, a constituent of the North East Democratic Alliance (NEDA) which was formed on May 24 in Guwahati.

China crosses Uttarakhand border; government plays down incident

Within days of transgressing the East Kameng district in Arunachal Pradesh, India witnessed a new Chinese attempt in the Chamoli district of Uttarakhand last week.

This time, Chinese soldiers infiltrated into the Barahoti region, a grazing ground of about 80 sq km, located near the border and left after a face-off lasting for 30 minutes to one hour.

Defence sources in South Block, however, played down the incident and said that "transgressions continue to happen along the Line of Actual Control (LAC) on account of differing perceptions of the border."

"In the Barahoti incident, a small detachment of PLA (not more than 4-5) came across our own patrol in the area. The incident was handled as per mutually agreed drills. It did not last for more than a few minutes," they said.

Though the Chinese soldiers pulled back, during their brief period of stay, they ticked off the district administration team that had gone there for inspection. Sources said the confrontation was not eyeball-to-eyeball.

Chinese soldiers had transgressed the Yangtse region of East Kameng district in Arunachal Pradesh on June 9, coinciding with the time when Beijing was trying to block New Delhi's bid to enter the elite Nuclear Suppliers Group (NSG).

Uttarakhand shares a 350-km-long boundary with China and it is the only sector where maps have been exchanged between China and India, unlike in Ladakh and Arunachal Pradesh. However, the Chinese are known for crossing over into the remote areas of Chamoli and write 'China' on rocks close to the border.

Besides the Indo-Tibetan Border Police (ITBP), the matter was communicated to the Centre by Uttarakhand chief minister Harish Rawat.

Rawat confirmed the transgression, saying that he discussed the subject with the home ministry, which was noticed when the district magistrate, along with his team had gone to measure the area.

"It is very worrying. I have been saying that border vigilance should be increased. Thankfully, they didn't touch an important canal," Rawat said in Dehradun.

"I am sure the central government will take cognizance of the issue and appropriate measures the at diplomatic level will be taken," Rawat added.

Harish Rawat confirms Chinese incursion in Uttarakhand

 NEW DELHI: Uttarakhand chief minister Harish Rawat has confirmed reports of an incursion by Chinese troops in the Chamoli district of the state.

"The good thing is they(Chinese) have not touched an important canal there," Rawat told ANI on Wednesday.

"This is a matter of concern. Our border has been peaceful. We have asked to increase vigilance. I am sure the central government will take cognizance of the issue," Rawat said.

According to ANI, the ITBP on July 19 sent a report to the ministry of home affairs about the incursion in the state by Chinese forces.

Kiren Rijiju, minister of state for home affairs, said that the government will have to ascertain whether it was an intrusion or not. "The government will seek a report on it," Kiren Rijiju said.


Uttarakhand shares a 350-kilometre-long border with China.


Chinese troops have made several intrusions into Uttarakhand in the last few years.


About 250 China's People's Liberation Army soldiers had entered Arunachal Pradesh+ 's east district of Kameng in June this year.


Significantly, the Chinese crossing-over in Arunachal+ happened at a time when Beijing had hardened its opposition against India's bid for membership of the 48-member Nuclear Suppliers Group.
